Some of the Compile PC library require or are best used with a locale emulator for JP systems, such as https://pooi.moe/Locale-Emulator/.
If fullscreen 480p looks too gross for you, you can use https://sourceforge.net/projects/dxwnd/ to force it into windowed mode.

The PC-98 library will require an emulator such as Neko Project https://moriyashrine.org/files/file/387-pc-98-emulator-~-neko-project-ii/
limit the memory in the menu so loading the emulator up doesn't take forever, and use np21nt.exe. Load the file you want to play into the first FDI slot, and you may need to put any other FDI (or the same one) into the second slot to get it to load.
