The PC-98 library will require an emulator such as Neko Project https://moriyashrine.org/files/file/387-pc-98-emulator-~-neko-project-ii/ limit the memory in the menu so loading the emulator up doesn't take forever, and use np21nt.exe. Load the file you want to play into the first FDI slot, and you may need to put any other FDI (or the same one) into the second slot to get it to load.
